International Adoption from Hungary
Hungary is a party to the Hague Convention governing international adoptions.
Adoptions from Hungary are regulated by the Ministry of National Resources, Central Authority of Department of Child Protection and Guardianship Affairs. Adoption Related Services, Inc. a Hague accredited agency, has been approved by the Hungarian Central Authority for Inter-country Adoption, to arrange the placement of children from Hungary.
Children Available:
- Hungarians are open to adoption and typically adopt the younger and healthier children.
- Children available for adoption typically will be older, over the age of seven (this can vary year to year), part of a sibling group of three or more, or have special needs. Younger children will have special needs or be a part of a sibling group.
- Yearly, the Ministry sends accredited agencies a letter detailing how many dossiers and applications they will except from each agency and for what ages, etc.
- The ethnic backgrounds of most of the children available are Caucasian Hungarian and Roma ancestry. Children typically appear with light brown to dark hair, and fair to olive complexion.
- Families must be open to adopting Roma children and can not specify race.
Referral Times and Information:
Since this is a new program for our agency, we can�t exactly predict the length of the process but it is estimated that the adoption process will be anywhere from one to two years after the submission of the dossier to the Hungarian Central Authority for Inter-country Adoption and their approval for you to adopt. For referral of children over the age of ten and special needs children, the match may occur quicker but there are no guarantees.
The Hungarian Adoption Process
Once the adopting parent(s) have been referred and selected a child(ren) to adopt, they will need to travel to Hungary to complete the adoption. While in Hungary, the adopting parent(s) will meet their child. Prior to the court date, the Hungarian Central Authority for Inter-country Adoption requires adopting parent(s) to meet with the child. One or more (as required) meeting between the child(ren) and parent(s) will take place over a 2-5 day period. Parents make a final decision during this time weather to continue with the adoption.
The Hungarian law on foreign adoption requires that all adopting parent(s) stay in Hungary for a 30 day �bonding period�. (both parents must stay). The Hungarian Central Authority for Inter-country Adoption believes it is imperative for the child to form a bond with the parents before the adoption is finalized. Typically the entire adoption process in Hungary is about 45 days. Once the court hearing has concluded one parent may return to the USA while the other parent completes the visa and immigration process.
Prior to the Hungarian court hearing, the I-800 must be filed and approved. ARS will assist you in completing this process. Once the I-800 is approved, then the adoption hearing can be scheduled.
Who Can Adopt?
Between the child and the younger party of the couple, there must be at least 16 years of age difference, but cannot be more than 45 years. In case of siblings, the oldest child�s age is taken into consideration according to the Hungarian law.
- Married couples can adopt.
- Single woman can adopt children over the age of 10.
- Families with children can adopt.
- Families from anywhere in the US with a valid Hague home study and NBC approval.
