DOS POSTS TRAVEL RESTRICRTIONS THAT MAY AFFECT FAMILIES ADOPTING FROM CHINA

The Department of State (DOS) has informed Adoption Services Providers (ASPs) that a Level 4: Do Not Travel Advisory for China travel has been issued, due to the outbreak of the Coronavirus.
DOS want to assure families that the Office of Children's Issues considers their assistance and service to adoptive families a top priority, and are following the evolving situation in China closely. To that end, their office would appreciate if ASPs with China adoption clients who are already in China contact Adoption@state.gov, and copy to GuangzhouA@state.gov, with any information and updates.
ASPs should consider advising prospective adoptive parents who are not yet in country that continuing existing travel plans at this time could result in costly and substantial delays, as both the PRC government and the U.S. government deal with this situation. Travelers should be prepared for travel restrictions to be put into effect with little or no advance notice. Commercial carriers have reduced or suspended routes to and from China. Services to US citizens are the priority at this time. However, prospective adoptive parents should consider that the Department of State’s capacity to offer consular services in China is significantly reduced.
DOS understands that many of you have already been working closely with Consulate Guangzhou regarding status of already-scheduled visa appointments. DOS knows this is a difficult time especially for the families involved and they pledge to work with you closely as the situation unfolds.
